The main purpose of the virtual starters is that they should spark the interest of new players for the game and inspire them to build new decks, perhaps with a starter as the base. In addition, across the different starters most of the basic mechanics of the game should be shown, e.g. the old Bajoran deck shows combat and the Klingon deck exemplifies engagements.
The new Bajoran deck is a bit special, since it is the only virtual starter that utilizes artifacts and as a result it introduces those cards to new players. Normally, you need to complete a mission with specific skills in order to play artifacts. But if you play with the new Bajor HQ, you can play them right from the start.
At the same time, I have changed out Locutus and Bustling with Activities in the Borg and Deep Space 9 virtual starters, respectevly. This brings them in line with the new rules for Virtual Format. One question you may ask, and do so rightly, is: 'why do I conform to the Virtual Format rules when everything is printable?' The reason is that these decks are aimed towards new players, and in playgroups with a majority of new players, it can be good to limit the cardpool.
That said, one deck is not updated at all. The Maquis deck still includes For the Cause, even though it is no longer in the list of authorized proxies. That is because the virtual Maquis is so focused on For the Cause that it is too hard to build a good starter deck without it. It should be noted that, currently, the Maquis Virtual Starter deck is not actually Virtual card pool legal.
