Garak to the Rescue

At first glance, Garak has average skills (CIVILIAN, SECURITY, Computer Skill and Honor) to go with his Staff icon, a seemingly 'once per game' special skill, and decent attributes (7-8-6)... not a game-breaker. But in the Star Trek Customizable Card Game, power often comes from combinations with other similar cards, resulting in an overwhelming effect.

Garak's skill, in combination with John Doe, makes attempting space missions safe for your main mission solvers. Since John Doe is also CIVILIAN classification, they both play for free to a seeded War Council and can be easily incorporated into all Alpha Quadrant-based decks.

The affiliation that best benefits from the Garak and John Doe combination is Starfleet, with T'Pol (special download Vulcan "Death Grip"), Elizabeth Cutler and Phlox (Alien Physiologist) adding their own life-saving skills to the combo. It doesn't hurt that they also play for free to Seat of Starfleet. With this mix of cards, there's a good chance your personnel will never see the discard pile or The Next Emanation the entire game.
