This equipment is cost -1 if you command a Ferengi Engineer personnel. When any number of your personnel present are about to be killed, you may place this card in your opponent's hand to prevent that.

Negatives: Unique. Can't have Personnel version of Keevan, Conniving Liar in play at same time. When used it goes to the Opponent's hand.
Positives: Could play for 1 Cost. When any number of personnel present are about to be Killed that can be prevented. Personnel saved by this card are not stopped.
Thoughts: It's important to note the cost reduction targets Ferengi Species not Ferengi Affiliation. So Federation Nog, Defiant Captain and Bajoran Rom, Diagnostic and Repair Technician can be used for cost reduction as well as the several Ferengi Species/Affiliation Engineers. Sorry, Klingon Quark, Son of Keldar without Engineer you don't count. But Quark, Opportunistic Envoy will work for the Dominion. Hey, did you know there are no Non-aligned Ferengi in 2E? Yeah, I didn't either.
Keevan is slightly better than the Emergency Transport Unit and Escape since it doesn't stop Personnel it saves. The Player does have to give it to the Opponent upon usage, which can be a drag, but since he's no longer in play a second version can be played on the next turn. With Kill piles still a popular thing he'll probably see a lot of use with a 8 out of 10.
