(1) The current ruling has been in force since 2011. The 2011 ruling was (apparently) a change; this merely codifies it, six years later.

(2) This old rulings document is an amazing find, and I am very impressed. I was totally unaware of this ruling. I see that this document is dated December 2001 originally. Do you have any idea why it wasn't included in Glossary 1.8, which was released in August 2002?
