Quick question: if I seeded a Temporal Conduit, can I download two personnel in the seed phase with Assign Mission Specialists, or only one?

I think you can since the seedphase isn't your turn - but I'm not 100% sure....

There are no 'turns' in the seed phase. So I see no reason why this doesn't work - same with an Space-Time Portal.

Yeah, this isn't really clearly defined AFAIK ever since the seed phase was redefined in OTF. A long time ago, each see was considered a separate 'turn', and under that logic, seeding AMS would let you download two mission specialists but only one if them could be due to the once per turn limit.

However, in OTF, I'm not entirely sure that 'turn' has the same meaning in the seed phase that it does in the play phase. This is probably something that rules should clarify (or point me to if it's already there).

Well the glossary says "turn – Players alternate taking turns throughout the play phase," which would imply that turns only happen then and not during the seed phase.

I would say the parenthetical only applies to the word "play" and not to the word "seed," but I am not a Bluetexter so don't assume I know what I'm talking about.
