Maybe I shoulda made a post called "borg questions"

So am I restricted to one on my opponent's turn?

example: I play awaken... cool.... my opponent attempts a mission and runs into my scout encounter. Is it nullified by the download rule?

Yep, you can only download personnel once per turn, so be careful with downloading via interrupts / [DL] in your opponents turn when you have downloader dilemmas and best not do those downloads at the beginning of your opponents turn if not necessary. Also be careful to not run too many of these dilemmas so your opponent doesn't encounter two in a turn.

In your example, you could download the ship but no personel

Nope you have to download at least one personnel to get the ship.

Scout Encounter
Opponent may download to this location one scout ship WITH one or two crew members. That ship may (if possible) initiate battle against you or move away.
