But I don't see how Full Complement of Shuttles is going to work well without stocking at least a few otherwise useless Type 9 Shuttlecraft in the deck which clogs up other resources.

I guess that's where persona swapping comes in. It doesn't help Harry Kim or The Doctor though. Everyone else has an AQ persona to work with.

the doctor can be fetched with a holodeck door and reported to another holodeck door or to Lewis Zimmerman who can be downloaded to hand with a quark's isolinear rods (and with orb experience donik and orb of wisdom fuel an otherwise all [holo] deck. Well, holograms are my favorite...)

Paz- Full Complement doesnt limit to havigation, that is the type 18 shuttlepod trick.

How does The Onehelp Borg?

Unless I'm mistaken that's where persona swapping comes in. Play B'Elanna for instance (with Defend Homeworld if desired) and persona swap her for B'Elanna Torres. Again Chain of Command Kathryn Janeway reports normally and allows Tuvok to report to her. Tom Paris has the same maquis persona swap that B'Elanna does. Captain Chakotaycan persona swap to Chakotay. Ensign Jameson can report in the AQ and persona swap for Seven of Nine if desired. The Doctor can report thanks to Lewis Zimmerman. Technically The E.C.H. could also be downloaded to Voyager with Ready Room Door and then persona swapped as well. It doesn't help Harry Kim and some of the other 'lessers' though but at least it's a start.

I think the problem with Set a Course for Home is that you have to solve two missions first, that would kind of defeat the purpose of an AQ Voyager deck.

Yeah that's true. I guess I never thought of it because his Borg were different in my mind that those kind of Borg from Voyager, but realistically they aren't I suppose.

My overall objective is to build a different kind of Federation AQ mission solver. With the fairly easy 35 point missions from Premier and the skill heavy I want to see if I can pull off a Voyager deck based in the Alpha Quadrant. And on a side note, I have been reading the Voyager Relaunch novels and I want to see how much of a deck I can base that around. If for nothing else.....for the "cool" factor.

In this case, I think a more reliable way of doing it is to use Nanoprobe Resuscitation. Quark's Isolinear Rods and Temporal Micro-Wormhole for Seven of Nine and then Process Ore: Mining to burn cards. Add New Arrivals, Call for Reinforcements (for the ship required for TMW) and Assign Mission Specialists (usually Inge Eiger and McKay for PO:M) and you have a pretty solid start.

Is still your best bet. Although Harry Kim could be TMW for a full senior staff. Full Complement of Shuttles trick could be used by some other good personnel that can't come that way like Samantha Wildman (downloads Naomi), the Twin Mistresses of Evil (for Tom and Harry), Kes and Neelix (whose ship Baxial can report to his location for free) Icheb and Tabor.

That's a possibility too. TMW Neelix and either download Baxial with Construct Starship or report for free to Neelix's location if you can get it in hand. Use Home Away From Home and Kes, like the DQ Maquis (including B'Elanna Torres and Chakotay) and the Borg can report to that ship. So can Captain Proton, Arachnia, and Buster Kincaid. Each of those can be persona swapped for the above versions.

Borg Subcommand icons are NOT special staffing icons.

The Maquis icon is. So Crew Reassignment works with the former, but not the latter.
