The second sentence of UFP: One Small Step has no qualifier. It never changes. You may be thinking of the next sentence and even so, having a non-Starfleet personnel under Temporal Benefactor does not stop that attribute gain either because the only "check" made on that personnel is the persona, not the affiliation.
