If Birta Hail to a ship "flying by" my facility (as allowed by birta), does that ship have to stop at that location? Because Hail's text only effects ships, not facilities.

I'd say the special skill extends the effect to facilities. So if your opponent is trying to get past you to his mission, this can stall him for a turn.

Hail initially only effects opponent's ships "flying by" your ship.

Birta changes that "flying by" to your ships or facilities.
