Welcome to Fill in the Blank, the set-building dream card contest!
Each week I will post the collector’s information for one of the cards in the set’s cardlist. Contestants are free to create whatever card they see fit for that slot in the cardlist, keeping in mind the surrounding cards. As the contest progresses, the cardlist will become more and more defined, guiding the contests’ choices.
The theme of our set is The Villains of Star Trek. Not every card has to fit the theme, of course, but it’s something to keep in mind when voting. Speaking of voting, as per normal each contestant will vote for one of the previous week’s entries (with the exception that as the contest runner, I will vote ONLY in the case of a tie).

Card #29!
Card #29 must come between the newly minted Weyoun, Deceptive Diplomat (Personnel - Dominion - Card #26) and Shinzon, Forcing Their Hand (Personnel - Romulan - Card #33). This card will have to be a personnel, but we have a wide array of possible affiliations. Federation follows immediately after Dominion, but with so many subaffiliations it wouldn’t be unreasonable to have several Federation personnel.

When this personnel would be stopped or killed by a dilemma, you may discard a card from hand to have him gain a skill of your choice until the end of your turn instead.

While facing this dilemma, your personnel cannot gain skills or increase their attributes. This dilemma's owner names a skill. Unless you have a personnel with that skill, a second personnel with Integrity>6, and a third personnel with Cunning>7, randomly select a personnel to be killed. Otherwise, choose a personnel to be returned to its' owner's hand.

Place this dilemma on this mission. You may not discard cards from your hand or lose points to pay for the cost of another card or ability. When this mission is completed, return this dilemma to its owner's dilemma pile.

Your highest Strength personnel is stopped. Your opponent may stop one of their Honor personnel here; if they do, compare the strengths of the two stopped personnel. If your opponent's strength is higher, your personnel is killed instead and this dilemma returns to the dilemma pile.

Unless you have 3 Diplomacy or Navigation and Shields >7, subtract the span of this mission from five. Kill that number of personnel.

Your opponent names a species. Choose one: your opponent chooses a personnel of that species to be killed; or randomly select a personnel of that species to be killed, and this dilemma returns to its owner's dilemma pile.

Dilemma
When your opponent reveals this dilemma, add 5 to each of this dilemma's requirements for each different Q event in play. Unless you have an attribute > 30, all your personnel are stopped, and if you have more points than your opponent, lose 5 points.

Choose an opponent's mission, then randomly select two personnel to be stopped. Unless you have the skills needed to complete the chosen mission, those personnel are killed instead and your other personnel are stopped.

Dilemma
Unless you choose to stop all of your personnel, place this dilemma in your core. At the end of your opponent's turn, if this dilemma is in your core, your opponent removes this dilemma from the game to take an additional turn.
