Welcome to Fill in the Blank, the set-building dream card contest!
Each week I will post the collector’s information for one of the cards in the set’s cardlist. Contestants are free to create whatever card they see fit for that slot in the cardlist, keeping in mind the surrounding cards. As the contest progresses, the cardlist will become more and more defined, guiding the contests’ choices.
The theme of our set is The Villains of Star Trek. Not every card has to fit the theme, of course, but it’s something to keep in mind when voting. Speaking of voting, as per normal each contestant will vote for one of the previous week’s entries (with the exception that as the contest runner, I will vote ONLY in the case of a tie).

Card #31!
Card #31 must come between William T. Riker, Desperate Survivor (Personnel - Federation - Card #29) and Shinzon, Forcing Their Hand (Personnel - Romulan - Card #33). This card must be a personnel, but could be Federation (after William T. Riker), Ferengi, Klingon, Non-aligned or Romulan (before Shinzon).

To play this event, you must command no headquarters missions. Plays on your Ceti Alpha V; cards you own cannot destroy this event. Take a ship you do not command from your opponent's discard pile and place it at this mission (you now command that ship and it becomes ). That ship may not move. When you complete this mission, remove this event from the game.

Unless you have Astrometrics, Intelligence, and Security or Weapons > 11 here, all your personnel are stopped and your opponent may place this dilemma on one of your headquarters missions.
While this dilemma is on a headquarters mission, personnel may not be played there and any player may remove this dilemma from the game by discarding personnel worth at least 6 counters from their hand.

Randomly select a personnel to be killed. Unless you have a personnel with 2 Exobiology and Science or choose two Security personnel to be stopped, all your personnel are stopped.
