Here are 9 verbs that would improve Excelsior format. "why" explanation before each:

1. nothing for Romulans to do with bonus points, need 2nd ship because many have 7 range
Quote:

To play this interrupt, you must command 3 [Rom] personnel.
Order- Lose 5 points to play a [Rom] ship from hand at a Region: Neutral Zone or an opponent's mission.



2. tough for klingons win engagements against 9 shield ships, cannot kill personnel if none on ship.
Quote:
[Evt] (1) Unique
To play this interrupt, you must command 3 [Kli] personnel. Plays in your core. Your ships are Weapons +1. When you win an engagement at a planet mission, you may destroy this event to kill a personnel on the planet.



3. a lot of kill dilemmas
Quote:
[Int]
When any number of your [Fed] personnel are about to be killed, you may kill your [Fed] personnel present to prevent that.



4. build against Moral/Discom/Weight
Quote:
[Evt] (2) Unique
To play this event, you must command 3 [NA] personnel. Plays in your core. Each non-[NA] personnel and ship you command becomes [NA].



5. stop decks from relying on certain dilemmas
Quote:
[Evt] (2) Non-unique
To play this event, you must command 3 [Rom] personnel. Plays in your core. When you play this event, search your dilemma pile and place a dilemma on this event. When your personnel are about to face that dilemma, prevent and overcome it.



6. TNG "around the corner" strategy
Quote:
[Evt] (1) Non-unique
To play this event, you must command 3 [TNG] personnel. Plays on an opponent's mission with 2 or fewer dilemmas beneath it (limit 1 per mission). When this mission is solved, score 5 points. Then your opponent scores 5 points.



7. something to help klingons solve, bad guys aren't just gowron fodder
Quote:
[Int]
When your Treachery Klingon is about to be stopped or killed by a dilemma, you may kill your personnel present to prevent that.



8. stop double attempts
Quote:
[Int]
When an opponent begins a mission attempt, place this interrupt on this mission. No mission attempts may begin here. At the end of this turn, discard this interrupt and your opponent may download a ship.



9. way to start battling if opponent is camping at HQ
Quote:
[Int]
To play this event, you must command 3 [Kli] personnel.
Order- Download a ship with 4 or more staffing icons and place it at an opponent's mission. That player now commands that ship.
