Welcome to Fill in the Blank Season 2: Chain of Command!
Each week I will post the collector’s information for one of the cards in the set’s cardlist. Contestants are free to create whatever card they see fit for that slot in the cardlist, keeping in mind the surrounding cards. As the contest progresses, the cardlist will become more and more defined, guiding the contests’ choices.
The theme of our set is Chain of Command. Not every card has to fit the theme, of course, but it’s something to keep in mind when voting. Speaking of voting, as per normal each contestant will vote for one of the previous week’s entries (with the exception that as the contest runner, I will vote ONLY in the case of a tie).

This week’s contest is...
Card #35! This card must come between Tomalak, Influential Commander (Personnel - Romulan - Card #32) and Enterprise, Trailblazer (Ship - Starfleet - Card #35). This card must be a Romulan, Non-aligned or Starfleet personnel, or a ship of any affiliation.

Randomly select a number of personnel equal to the number of planet missions the opponent on your left commands to be stopped. That opponent may choose one of those personnel to be killed.

Choose the corresponding Commander of this ship. Each other corresponding Commander of this ship aboard is stopped. If you stop three or more personnel with this dilemma, all your personnel are stopped and this dilemma returns to its owner's dilemma pile.

Randomly select a personnel to be stopped. Unless you have a Commander aboard his or her corresponding ship with Range, Shields, and Weapons each >6 or Leadership, Officer, Security and Strength>32, randomly select a second personnel to be stopped and your opponent may download an interrupt.

This dilemma is cost -1 for each personnel of a different species this dilemma's owner commands. Unless you stop a Commander or 2 different Officer personnel, place this dilemma in your core. When your personnel complete a mission, this dilemma's owner scores 5 points.

Equipment
While this equipment is aboard your Intrepid-class ship or Delta Flyer-class ship, you may draw a card at the start of your Play and Draw Cards segment.
"Some of the traditional circuitry has been replaced by gel packs that contain bio-neural cells. They organise information more efficiently, speed up response time."

Each personnel with a Commander keyword is returned to their owner's hand. For each Personnel returned to hand, randomly select one personnel to be stopped.

A bit niche, but can potentially hit an away team hard for the cost.

Dilemma
This dilemma is cost -1 for each Smuggler your opponent commands. Your opponent may download a Commodity event and place it in your core (you now command that event). Unless you have two personnel with Acquisition or two Smugglers, this dilemma returns to its owner's dilemma pile.
