This deck relies on download chains and the Cardassian Dial a Skill Assign Support Personnel. Free play engines are the two time locations and the ASP with Dominion War effort - this should allow for 3-4 plays per turn. Klaestron Outpost with a treaty allows for Cooperation

Draw Deck Strategy

Seed your Outpost next to Historical Research and Agricultural Assessment. Seed Halkan, download a ISS Enterprise to DL a James Tiberius Kirk in the seed phase. then seed a Holodeck Door on the ISS. The chances for a Guardian in the opening hand are high (86%).

Grab your AMS, Spacedoor for the Galaxy, play personnel for free, DH for Agent Garak, get Derell with ASP, beam JTK to Halkan Council, take the ISS back to hand with STP, play the Holodeck Door for a 45 Dom Perignon to DL a USS Enterprise (CoC) to DL a Wall of Ships to DL a Enterprise-A to DL a Admiral Kirk (LfL). Then if no Containment Field is out DL a Genesis Effect to Agricultural Assessment (name Dead End). Fly over to Historical Research and move all but one through Guardian to Halkan Council. Discard the ISS to reopen the Spacedoor and get your Q the Ref back.

On turn two play for free what you have got (but no Equipment) DL a USS Constitution with Spacedoor to DL a Lt. Grant, ASP and then move a first group through the Guardian (either Garak or Derell in the group), play a Guardian to draw 4 and draw to end turn 2.

Play everything for free (again except Equipment) use your card play, ASP and move the second group through the Guardian and play a Guardian (combined chances for a second Guardian at this point > 80%) to draw 4. Attempt your Agricultural Assesment with your crew, but leave a ship staffed. Draw and end turn.

At turn 4 play everything and move the Sherman's Planet personnel through the Guardian to start busting through the dilemmas.

At this point about 18-19 personnel and 3 ships should be out; the draw deck was drawn or downloaded to about 70% and you should be able to solve everything in about three turns...

Dilemma Pile Strategy

Stall as much as possible - there are only 14 dilemmas, so Whale Probe, Scow e.a. are a must. I tried to use Dyson Sphere unfortunately The Loss sucks and does not help much. TShore Leave is OK though.
