New to the Game?
Official Rulebook - Basic Rules
Read: Online Version
Download: Printable PDF
The streamlined edition of the Official Rulebook is designed to allow people who've never seen First Edition before to sit down and start playing in about 40 minutes. The streamlined rulebook accurately and completely explains the core rules, but omits certain advanced topics that are introduced by specific cards (such as capturing and Tactics). If this is your first time encountering First Edition, we recommend you start here.

Learners who have digested the basic rules and are prepared to for more can read everything else the game has to offer here. It takes about 50 minutes. We recommend new players take a look at this only after playing two or three games.
Core Rules
Official Rulebook - Complete

The Official Rulebook explains the generally applicable rules of Star Trek: First Edition. It lays out the rules and etiquette of this complex game in clear, simple language, answering your questions along the way through helpful (but optional) sidebars. It takes about 90 minutes to read (not counting sidebars).
Glossary
Read: Online Version
Download: Printable PDF
The companion to the Official Rulebook is the Glossary. While the Rulebook focuses on rules that apply to the whole game, the Glossary is a compendium of rules and rulings that apply to specific cards and terms. (If the Glossary and the Rulebook ever conflict, the Glossary is correct.) The Glossary is not intended to be read cover-to-cover, and, if you've read the Rulebook, you should rarely, if ever, need to open the Glossary.
Recent Rulings Document (RRD)
Read: Recent Rulings
The RRD is the most recent collection of new rulings, issued on the first Monday of every month or when expansion sets are released.
Compendium
Read: Online Version
Download: Printable PDF
The Compendium is the Complete Rulebook + Glossary combined into a single document, with all sidebars open by default, with an additional appendix of errata. It is therefore the most searchable and comprehensive rules document.
Modern
Ban List
Read: Printable PDF
The cards on this list are currently banned in Modern play. The ban list is updated on the first Monday of each month.
Rule Sheet
Read: Printable PDF
When Modern (also known as "OTF") was introduced in 2010, it replaced the then-popular Open Rules. This rule sheet lays out the differences between Open and Modern. (These are also the major differences between Traditional and Modern play.)
Other Rules Sets
Warp Speed
Read: Printable PDF
Warp Speed is a fun, streamlined way to play the game. Instead of 75+ minutes, a Warp Speed game is over in 30 minutes. It's a great way to knock out an quick, casual game of Trek before bed, and a wonderful way to introduce the game to new players.
Traditional
Glossary v1.8 (August 2002): Printable PDF
Current Rulings (July 2003): Printable PDF
This game carries a lot of nostalgia for a lot of players, and there are many players out there who want to play it the way Decipher left it. These three files were the final official rules released before Decipher authorized the Continuing Committee to commence operations.
Supplements
Dilemma Resolution Guide
Read: Printable PDF
This supplemental rules document is a detailed guide to encountering and resolving each dilemma in the game, created and maintained by community members. Due to the large number of dilemmas and the pace of new production, the accuracy of the DRG is not guaranteed and it is not an official rules document like the Rulebook or Glossary. However, many players find it extremely useful.
Borg Rulebook
Read: Online Version
Download: open the link, press Print, and choose Print to PDF; it autoformats
The Borg affiliation has a lot of special rules, many more than other affiliations. In this document, excerpted from the Complete Rulebook, the Borg Rules are all collected in one place.
Resources
Errata & Revisions Database
Open: Database
From time to time, cards must be changed after release. Changes that only clarify how a card works are called revisions. Changes that affect how a card is played are called errata. All changed cards may be seen (and reprinted) here, for free, in high resolution, with corrected text. New changes are released on the first Monday of each month.
Errata & Revisions Files
Complete PDF (low-res): Standard | A4
Recent PDF (high-res): Standard
We maintain a comprehensive file of card changes (errata and revisions)). This file is autogenerated and is relatively low resolution. We also release a new file with the latest changes on the first Monday of every month (if there are changes). This file is high-resolution. The high-resolution files are saved and can be accessed through the Errata & Revisions Database.
Watchlist
Open: Database
The Balance Team is always keeping its eye on the game. The cards on the Watchlist have given some cause for concern, and may be banned or given errata.
Rule Change Viewer
Open: Database
Every returning player stopped playing at a different time, be it six months ago or twenty-two years ago. The game is always growing and changing, and it's not always easy to figure out what exactly has changed so you can jump back into Modern play. This timeline tool asks when you last played, then tells you what's changed since then.
Organized Play (Tournaments)
Organized Play Guide
Read: Printable PDF
The Organized Play Guide explains how anyone (even you!) can run a sanctioned tournament. All you need is at least three players and this document. It explains pairings, time limits, tournament scoring, and more!

The official Continuing Committee Tournament Scorecard. You will want to print a few copies if you are running a tournament.
Active Card Pools
You can use any of the below card pools with any rules set (such as Modern, Traditional, or Warp Speed). The Organized Play Guide lists a couple of other options, but they are rarely used.
Complete
The Complete card pool includes all cards ever made (minus banned cards, if you are playing Modern).
Traditional
The Traditional card pool includes all cards produced by Decipher, from Premiere through All Good Things.... Traditional players often use Traditional rules, but may opt to play the Traditional card pool with Modern rules.
TNG-Only
In this card pool, only cards with a Star Trek: The Next Generation or Star Trek: Generations property logo are allowed (minus banned cards, if you are playing Modern TNG-Only). This pool is specially designed for novices and returning players looking to ignite (or reignite) the spark without having to absorb the entire 4,000-card Complete pool.
Voyager-Only
In this card pool, only cards with a Star Trek: Voyager property logo are allowed (minus banned cards, if you are playing Modern Voyager-Only). Warp Speed was originally built around this card pool, and remains strongly associated with it as a fun, fast-paced, novice-friendly environment.
Second-Edition Backwards Compatibility (2EBC)
From 2002 until 2019, certain cards from Second Edition (the game Decipher launched as a successor to this one) were specially marked with a bar on the bottom that allowed players to include them in First Edition games. In 2019, official support for this form of crossplay ended, and these cards were retired. However, a few players still choose to use "2EBC" cards in their games. (This is sometimes called a "Legacy" pool, as in "Modern Legacy" or "Traditional Legacy.")
Conversion Rules
Modern: Printable PDF (July 2015)
Traditional: Printable PDF (August 2003)
These conversion rules explain how to "translate" 2EBC cards. Though this document is no longer updated, it remains available for all who wish to use it. For Traditional players who don't want to use any Continuing Committee work, the 2003 conversion rules (the last ones created by Decipher) are also available.
Converted Card List
Download: Printable PDF
From 2010 until 2018, the Continuing Committee "converted" many 2EBC cards to First Edition templates. These were considered errata to the original 2EBC cards, and sometimes involved significant balance changes to help the 2EBC cards fit better into the First Edition environment. This is a list of all such conversions.
2EBC Card Lists
Open: Database
Although they are no longer included in the main expansion list for this game, the hundreds of 2EBC cards that were created (and often converted) over the years are still listed in a quiet corner of our card database.
Retired
These are no longer officially supported, but remain available to those who want them.
"Revised" Rules
Read: Final Rules Sheet (v8, November 2011)
A precursor to Modern, the Revised rules were an attempt by multiple playgroups to coordinate a version of the game that prevented the worst abuses of Traditional play (such as hexany) without a ban list or large-scale errata. Worlds Championship 2009 was played under Revised rules. Supplanted by Modern, Revised was retired in 2017 after years of disuse.
X-List Rules (aka "Standard")
Read: Final Rules Sheet (v8.2, April 2013)
Also a precursor to Modern, the X-List rules (sometimes promoted as "Standard" rules) were an attempt to coordinate a version of the game that prevented the worst abuses of Traditional play (such as hexany) with no rule changes. Instead, X-List simply imposed a gigantic ban list, covering several hundred cards targeted by set. Supplanted by Modern, X-List was retired in 2017 after years of disuse.
Block Card Pool
Block Core List: Printable HTML
Final Block: View Database
All Blocks: View Database
In Block, the STCCG's first and only rotating card pool, you could play with cards from the current block, plus the previous block, plus any cards from the Block Core list. This established a pool of roughly 400-700 cards at any given time. In the face of diminishing interest, official support for the Block pool tapered off in 2020 after Original Series Block.
Decipher Scenarios
Read: Text File
Over the course of 2002, Decipher released four "scenarios" for the STCCG, which imposed special rules and often a specific card pool in order to evoke a specific moment in the Star Trek canon. the scenarios were:
- Mirror, Mirror
- Dominion War
- Klingon Warlords
- Highlander
However, it seems that Decipher did not thoroughly playtest these scenarios. Use at your own risk. (The HTSBEG would like to note that Klingon Warlords is wild.)
The Archive
The Unfiltered Archive
Venture Into: The Archive
Rules Master James Heaney (2020 - ?) spent a number of years painstakingly assembling, reading, and organizing (almost) every rules document ever created for this game. Along the way, he found (and saved) a number of other odds and ends (promotional posters, Decipher forum posts, the aborted "Project Trek" game playtest files, Decipher's "dream cards" page). The Rules Archive is (currently) a naked directory listing, not convenient to navigate, but everything is here. Do you have a document related to the history of the Star Trek Customizable Card Game that isn't currently in the Archive? Please contact First Edition Rules!
Rulesmaster's Note: In the long term, the Rules Archive is supposed to be hosted on the TrekCC server. We've moved the files, and they're all ready to go. However, due to a permissions mixup on my part, it is not accessible to users right now. In the meantime, it remains accessible on my personal website. We'll get the CC version working soon, hopefully.
