Positives: 1 Cost. Can remove cards from Opponents draw deck. Could get you a card draw. Can be played from the Discard pile.
Extra: The Recall Keyword allows you to play this card directly from the discard pile. You could use Planned Provocation to reenergize a
Gal Gath'thong deck. Forcing your opponent to discard most of their deck and locking them out of the game. You could play it from the discard pile or use something like Feast on the Dying just to bring it back and keep playing it that way. You may even get some card draws out of it. It certainly helps the Romulans with deck card denial. Mix in Peacemaker or Predator? to look at the opponent's top cards and rearrange them and throw down some Insults and you could really get rid of some cards that your opponent needs.
