September Second Edition Rules Update

On Monday, September 10th, 2012, the Second Edition Rules Committee issued a new Current Rulings Document (CRD). As always, this CRD takes effect immediately. CRD updates are usually made on the first Monday of each month.
The CRD is available for download via the link on the front page, or directly via https://www.trekcc.org/op/ST2ECRD.pdf.
This month's CRD contains two clarifications. The first concerns how exchanges and pending effects are handled. The second clarifies when a player "uses a skill" outside of meeting mission or dilemma requirements.
The Second Edition Rules Committee is scheduled to release an update to the CRD on the first Monday of each month. This CRD is effective immediately.
