Message From the Other Side

We've receiving a Crossover message, but it's been encoded somehow.  Fortunately (or not?), the encoding itself is also a Crossover message.  

(Note: clues that say "the X" are, indeed, implying that there is only one such card in Crossover.)

• First three letters of the title of two different Dilemmas
• Opposite of third-to-last word on the Interrupt
• Fifth word of the gametext of the card downloaded by the personnel with "Captain" in title
• Third-to-last word in the lore of the first non-Dilemma card
• Two-letter word found within the classification of the support personnel (or the support personnel)
• Letters 1, 6, and 7 in the second skill on the support personnel
• First word on the lowest line of the last card in the set
• First half of the last word of the card which mentions Balancing Act
• Consecutive letters found in both the type of the card downloaded by the second Objective and the type of the card downloaded by the second unique personnel
• Letters 7, 8, and 9 in the requirements of the mission that's in a region but does not have a corresponding location in AQ
