Vulcans are telepathic.
... when it's plot-convenient.
In First Edition, rather than having Empathy, Vulcans have the separate skill of Mindmeld. When the designers of Second Edition "rebranded" Empathy as Telepathy, Mindmeld went away. But it felt odd to some players that there was no remaining nod to the telepathic abilities of Vulcans in the skill box anymore. They certainly have senses other than the five that Humans are limited to. And they were telepathic enough to need to be hidden from the Devore Imperium in Counterpoint.
On the other hand, Vulcan telepathy is not an "always on" ability. Vulcans generally require physical contact to use their telepathic abilities, unlike Betazoids or Cairn. Vulcan telepathy won't let you sense the intentions of an enemy on another ship, or have entire unspoken conversations at a distance (the events of Discovery's Battle at the Binary Stars notwithstanding). It's a deeply personal telepathy with long-term consequences (as evidenced by Picard continuing to carry some of Sarek with him years after their mindmeld), rather than something casual and commonplace.
Then again, Letheans also require a form of contact to use their abilities, and they get Telepathy. Sarin (Suliban) required close proximity to assess the trustworthiness of people, and that counts for Telepathy. Vulcans (specifically Tuvok) appear prominently on two of the earliest dilemmas in the game to require Telepathy (Psychokinetic Attack and Telepathic Deception). It's a blurry line is what I'm saying.
So Vulcans didn't get Telepathy. They continue not to have Telepathy, but now (66 expansions later) they have a way to gain it. It isn't spontaneous (it's an event that your opponent can plan their dilemmas around), but it is long-lasting (for the entire mission attempt), and it does have a nod to the permanent effects of mindmelding (gaining skills from cards already on the event). It's a strong card that's worthy of consideration for your Vulcan-containing decks, and I'm hoping it will satisfy the players who have been disappointed by Telepathy's omission from Vulcan personnel.
