January First Edition Rules Update

This month we have just three updates to the CRD.
- We added clarification on how to count dual-personnel cards when downloading.
- We clarified that Battling any Borg card (not just personnel) prevents probing.
- The official ruling made on skills multipliers on the message boards has been added to the CRD.
The First Edition Rules Committee is scheduled to release rules updates on the first Monday of each month, if necessary. This update takes effect immediately.
