July Rules and Bans for First Edition

This month we have some rules clean up and we are adding one card to the OTF ban list.

Rules Changes

We have added clarifications for how cards used when they are a required cost of an action (and got to remove an entry as a result.)

We also removed a contradicting section regarding timeline disruption. 

Banned Card

Regina Barthalomew has been added to the OTF ban list.  While the capacity to allow unlimited free plays per turn has had her on the watch list for a long time, current actions with Second Edition backwards compatible cards have made her too strong compared with other free play engines. Rules is looking for the correct limit and hopes to remove her from the ban list soon. 

The First Edition Rules Committee is scheduled to release rules updates on the first Monday of each month, if necessary. This update takes effect immediately.
