No 2E CRD for September, but Ruling Change

The Rules Committee (RC) is not issuing a new Current Rulings Document (CRD) for September. The next scheduled release for a CRD (should it be required) is October 6th.

There is, however, a change to the RC's long-standing interpretation of the existing rules concerning "dilemmas that do not require a skill." It had previously been ruled that dilemmas like Counterinsurgency Program do not require a skill until their respective skill-choosing sentences were carried out. This provided cards like Donatra, Honorable Commander and Assess Contamination the opportunity to prevent and overcome these dilemmas. The RC has decided that this interpretation is counterintuitive since these dilemmas have the word "skill" printed in bold on them. The new interpretation treats such dilemmas as requiring a skill.

The ruling is accessible via the Rules Tool at this link. As a reminder, entries in the Rules Tool are only an advisory reference for tournament directors. They reflect the way the RC would rule on an interaction were they present at your event. These rulings are highly recommended for use by tournament directors, but the Tournament Director always has final authority at his or her tournaments.
