A new virtual starter

It has been about 5 years since I started making the virtual starters, and with Extreame Measures I did a big update of all the different affiliation starters. After that, I have made one or two starters for most expansions, and Balance of Terror is no exception. One HQ that hasn't been very good at virtual format decks is Deep Space 9 Earth, so it was very natural to choose that HQ for a new starter in Balance of Terror. This starter uses the new Paranoia event cards as well as the new dilemmas that gets cheaper with Persistent dilemmas beneath.
