December Rules Update

Howdy 1E Fans,

This month we have a slew of small clean-up items:

• Quantum Incursions gets formally added to the rules (we didn't do it last month, as we were under orders not to spoil it).
• The concept of 'any intelligence' is now linking to a streamlined intelligence rule.
• Compatibility rules have been cleared up to explain how it works while downloading. Previously it only applied to cards in play. 
• Changes to Multi-affiliation card rules are also for this purpose.
• The downloading entry was changed to clarify how download and seed works. You don't have to show what you seeded, but the opponent can check the legality at the end of the game. 
• The target entry was amended to clarify what happens when a target leaves play.
• Because of the addition of the above ruling, redundant text was removed from this entry.

Another note: Once the conversion of Quantum Incursions is tournament legal, the card will be removed from the OTF ban list.

The First Edition Rules Committee is scheduled to release rules updates on the first Monday of each month, if necessary. This update takes effect immediately.
