December Rules Update

Howdy friends,
This month brings some cleanup -- including one that unbreaks some cards that maybe should have never worked (I'm looking at you Make it So).
- A small change to the "stopping" rules so that you can staff ships while stopped (just not move them). This lets cards such as Make it So, as well as new KCA fun work like intended.
- Some changes to what constitutes a capture related card. It simplifies the rule and gets rid of long confounding chains of cards.
- Finally, some rules to clarify interactions between MQ and AQ versions of the same location.
The First Edition Rules Committee is scheduled to release rules updates on the first Monday of each month, if necessary. This update takes effect immediately. All impacted documents are updated and available for viewing and may be downloaded from the front page of The Continuing Committee's website.
