Enabran Tain - Retired Spymaster (this one is not discussable )

Mila (always messing up my cheating power )

Aamin Marritza (still like him more than Garak-CU)

Odo - Impartial Investigator

Dukat - PoB (Cardies Unstop Power, and there should be a version of Dukat in the
Top 5 )

I can agree on Naprem (especially when combined with Under Suspicion or Set Up) or Jasad, but Tribunal Sentencing? Never saw a deck using it properly. IMO it requires too much set up and costs too much.
