Try to get the most CUNNING possible in play by the end of your first turn.

Ground rules: Deck must be OTF legal.
You must obey all OTF rules (downloading personnel once per turn for example).
You are going first.
Seed anything you like to help, but spell it out.
CUNNING must be usable. I.E. holograms must be activated, personnel on a cryosatellite must be earned, etc.
CUNNING does not have to be at any specific location. I.E. you can have a Romulan at a romulan outpost, a Klingon at a Klingon outpost, etc.
You cannot use any opponent cards to help you. I.E. earning a cryosatellite THEY seeded, capturing their personnel, having them play parallax arguers so they can play KFC on YOU so you can draw three cards, etc.
You CAN assume opponent won't do anything to slow you down. I.E. if you want to attempt a mission, you can assume there are no dilemmas there if you want.
Your opening hand is the standard 7 cards, but you can assume any 7 cards you want.

During the seed phase, download all the cards that normally may download during the seed phase, as well as any special downloads they may have. Q'elyn and Palteth are your mission specialists, and both go to the Trading Post. I.S.S. Enterprise downloads James Tiberius Kirk.

At the start of the play phase, you have already downloaded 23 cards. Your deck has 30 cards in it, so there's only 7 left. Draw your opening hand, which is guaranteed to be the final 7 cards in the decklist.

Free-play Eddington to Search for Rebels with They Call Themselves The Maquis. Free-play Mr. Tuvok there with Terran Rebellion HQ. Free-play Evil Spock to Halkan Council and beam him up to I.S.S. Enterprise. Download the Agonizer.

Free-play Mr. Spock to Sherman's Peak. Use Captain Kirk's download to get Lower Decks.
