I remember someone asking Brad about that (I think in the Reflections 2.0 Q&A thread, but it might have been later). He responded by saying that the intention was to show how fast Borg drones can be retasked... before admitting that it was an oversight.

These pictures are technically a couple frames apart, which is why Decipher didn't catch it at the time. Something similar happened with Lord of the Rings, with an Easterling card and a Sauron card, both featuring the black gate to Mordor. Fortunately for LotR they caught that one right before it went to the printers (but after it was uploaded to their website).
