So when a Promo is released on the site but is covered with the logo and you cant download it and print it....how long does it stay that way before TREKCC releases it to be printable?

It depends on the cards.
Borderless and 1E white bordered don't have a date yet.
Others should list a date in the edition the card is in. Usually the next year march or september.
