Will of the Collective II: Wrath of the Collective

Last year, we gave you the chance to create a Second Edition card from the ground up. You submitted ideas, developed the game text, and build a card from the wisps of an idea into an All-Consuming Evil. It was a great project, and a great learning experience for everyone involved.
Will of the Collective is back for 2009, and once again The Continuing Committee is giving all of yuo, the community, the chance to join the design team and make a card for an upcoming virtual expansion. While the overall process will be similar to the one from last year, we'll be mixing things up a little bit this year.
For last year's process, we started off by letting you choose the card type and went from there, until we ended up with the finished product. Based on feedback we've received, this year, we're doing something a little different. We're going to pitch to you a small number of different card concepts, and from that list, you'll choose which path interests you the most.
If you don't remember from last year, or are new to the process this year, the card concept is a brief (think one sentence or less) description of what the card we're making is going to do. A good card concept is clear, concise, and doesn't have anything to do with story. Some examples:

Concept #6: Temporal Babies
Concept #7: The "B" Side

Take a look at the card Sympathetic Magic. A good concept for this card might have been "a planet dilemma that damages a ship." It defines what the dilemma is going to do without worrying about how it's going to do it.Over the next few weeks, we're going to introduce all of the concepts to you one at a time, so that you can analyze them, ask questions about them, and discuss ideas. Give yourself time to think about each concept on its own merits, not compared to others. Then, once we've introduced all the concepts to you, we'll start the process of with our first vote!
A bad concept would be "From the episode Catspaw, when Sylvia uses her power to threaten the Enterprise, either the ship is damaged or the crew is stopped." This is way too tied to the storyline and too specific about how it will work; there needs to be room to evolve as the card is tested.
Now look at Inferiority. I first pitched this card to Brad as "Endangered on a dilemma." Sometimes it's good to take an old card and give it a new spin. This is a good concept because it does just that - gives a frame of reference and a way to make it new.
The concept for last year's card was just "A dilemma whose effect occurs only when the dilemma is consumed," and that turned into the final card, All-Consuming Evil.
