We can always take a multi-perspective approach. We could have the device be the wormhole itself.
If you stopped two Cardassians it would siginify bringing a Dominion personnel through the wormhole to Terok Nor. If you stop two dominion personnel, it would signify bringing a cardassian personnel through the Wormhole back to Dominion space. Just like with most Head Quarters you can play people that may or may not have had anything to do with the Head Quarters you are reporting them to, just because you are bringing a Cardassian through the wormhole doesn't mean they aren't active on Terok Nor, it just means they are aligning themselves with that faction.

How often did we actually 'see' Sloan on Earth? never... he was (and should be) Earth faction, but he never went to Earth that we are aware of. How often did Garrak get to Cardassia? I believe if he even set foot on the planet he would have been shot on sight, so how should he be able to report to Cardassia?

These are just 2 examples of people who are factioned, yet in the tv series never reported to their Headquarters. We could expound on that, and make the equipment the actual wormhole itself.

The perception part comes into play when we have to look at both sides of the wormhole. If you stop two Cardassians to bring a Dominion personnel through the wormhole that is easy enough because we did that from our natural perspective. However if you think like a Dominion person, then the Federation is on the wrong side of the wormhole, and we would be stopping two loyal Dominion denizens to bring a powerful Cardassian through the wormhole to help us with our plight.

Conceptually it would be fun, and functionally we could get some really awesome shots of the wormhole into the game off of a HQ.

The biggest problem here is that the wormhole did not open during the Cardassian/Dominion Terok Nor arc. On the other hand, what about the array that took down the minefield?

Every equipment card, with the possible exception of Ferengi Computer (and even that could be PADD-size), is hand-held equipment. Anything bigger than that (Astrometrics Lab, Defensive Upgrades, Vorta Experiment Tables) is an Event.

If we want this to be an Equipment, anything that isn't hand-held is going to just feel like it should be an event instead.

Who options do we have to hand-held stuff? Communicators, to signify asking for reinforcements?

How about Dukat's Canar

You can use it to represent Dukat's slow lowering of the minefield, so the Dominion would be more reliant on the Cardassians.

You could also have some neat little bits of flavour text, like:

"War is such thirsty work, wouldn't you agree?"
"Perhaps if you didn't talk so much, your throat wouldn't get so dry."


"The delay in lowering the wormhole's minefield left Dukat with a great deal of spare time."
