I don't know if DS9 is #1 right now, but I think Romulan has slipped and any consistency it has maintained in tournament results is being largely driven by the community arriving at more optimal builds and experience playing it over the past 4+ years. For a long time Romulan was the best big boi build that played expensive personnel and solved missions using single mission attempts with personnel that were just hard to stop. Now other affiliations like Starfleet, Ferengi, and Cardassians fueled by Interrupts also have that in their wheelhouse and players have adapted, I think. But Lethal Wound is going severely hamper that Romulan strategy -- it needed it -- as Karina, The Die is Cast, and the stooges are going to struggle with that event out, and Romulans have few base cards to destroy events already in play. I think in the future, the best Romulan decks will probably look different; maybe like Greg's Worlds winning deck or something that moves away from event synergy.
