Klingon Riker would've made the 65% threshold the first year (it was 75%), but hasn't been nominated the last two years. Strange.

Field Studies, which also would've made it the first year, is at least nominated after a year absence. That card has calmed down a bit after a resurgence these past two years. People might forget it's solid career.
