Since that would make him leave your opponent's brig and the card specifically states "Cards you own cannot make this personnel leave an opponent's brig." I would rule no.

Also I think that's exactly why that wording is as such, to prevent multiple usage of him.

I would disagree on that one. I remember a couple of years back it was ruled that you could use Hindrance on people your opponent holds captive.
I think the same should apply to Flaw In The Plan. Not with Keevan of course cuz he specifically states that you can't, but with any other captive I don't see why not.
Would be cool to get some official clarification on it though...

Someone ruled Hindrance incorrectly - "You may take no actions involving that captive" is pretty clear.

Turns out FitP can target stopped personnel but not captives.

I'm not sure who ruled it that way, but the rulebook disagrees.
The Rulebook wrote:While your personnel is a captive, you cannot use any of its game
text, attributes, icons, or other characteristics. You may take no actions
involving that captive. For example: you cannot play a card requiring that
you command a Leadership personnel if your only Leadership personnel is
a captive.
The Future icon most definitely falls into the category of things you cannot use on personnel in the brig.

Side note on Flaw in the Plan: It can't target captives, but can target personnel that you own that have been taken by an opponent that you no longer command (assimilated, brainwashed, given away, etc.). It's not going to keep up with a mass assimilator, but can remove some key personnel you might want to play again or get into your discard pile.
