As long as he's on a ship, yes. He is a [TOS] personnel, and he doesn't require the personnel to be present, so he qualifies for his own text.

Because the skill gained must come from a person on a staffed ship at that mission. So if he's going to gain a skill from himself, it logically follows that he must be on a ship to do so. :wink:

IOW: This trick only works at a Space Mission.
