Post Provoke Interstellar Incident
"At the end of your first turn, if your opponent commands two or more headquarters missions, you may take an additional turn after this one."

Does "first turn" refer to your first turn after setup, or your first turn after accomplishing this mission?

It does refer to your first turn in this game.

This mission is what is known as a hammer or a silver bullet, designed to make certain strategies more risky. Going dial HQ opens up powerful options and the idea is to make it cost a little bit more.

Oh and it's also a really good mission in its own right. So that makes it really prevalent, increasing the risk.

I wrote a whole article on this concept, it helps explain a bunch of cards like this = confusing until you know why they exist):

I'm in The Guardian's neighborhood. We're meeting on the 29th so he can teach me to play.

The tournaments he conducts in Fremont are about 10 miles south of the Cherryland Cafe, which was a legendary chess hangout in the '70s.

He's gone an hour out of his way to retrieve teaching decks.
