So I've been trying to plan out a Borg deck that can infinitely recycle manoeuvers, but so far the only option I can think of is based around Ressikan Flute.
[Evt] 2 •Ressikan Flute
Artifact. (To play this card, you must have completed a mission requiring Acquisition, Anthropology, or Archaeology.) Plays in your core.
Order - Stop your personnel who has Integrity>6 to take an event from your discard pile into your hand.
A long-dead civilization on the planet Kataan is remembered only through this instrument and the memories bestowed upon its player.
Are there any other cards that a) allow you to return events to your hand/deck, and b) can be used an infinite number of times? 3 of 9 was suggested in another thread but once your deck runs out she can't be used any more.

Hmmm... how about this setup:
Orders:
  • - Seven places all three Isotope Drones on the bottom of your deck, drawing 0 cards.

    - Two of Nine destroys the event and places himself on the bottom of the deck.

    - Three of Nine discards the 4 cards (Isotope Drone x3, Two of Nine), sends herself to the deck, and recovers any four cards you like from the discard pile (prioritising non-personnel cards)
Over the play/draw segments of your next one or two turns (depending on if you have cards granting extra counters or not):
  • -draw and play the 4 recovered cards and Three of Nine.

    -use Recover Components x3 to recover, draw, and play all 3 Isotope Drones, then once more to do the same for Two of Nine.

    -play a recovered event if necessary.
Voila! Net gain of 3-4 cards every 1-2 turns.

Any thoughts or glaring errors you see?

A lot of event recursion has been hit with errata over the years, since they tend to be the source of broken combos.

Vedek Assembly used to not get removed from the game on use, so the Pulsforts used it to infinitely cycle At What Cost and Deploy the Fleet. They used it to win day one of Worlds that year; though emergency errata was issued to break it for day two, they had a different broken deck for day two.

Their day two deck didn't infinitely cycle At An Impasse, but played it enough times with Feast on the Dying to get Impasse changed to be removed from the game. (A subsequent errata moved the removal from the start of your turn to the end of your opponent's turn so that Par Lenor couldn't burn it first. Par Lenor has since been changed to only work on rule-keyword events, after being problematic with Holding Cell.)

Destined to Be is a watered down version of Vedek Assembly. Because it is so costly and only gets one card at the cost of a card from hand, as far as I know it hasn't been broken yet.

Kira Nerys, Ih'valla used to be an event recycler, until Chris Clarke used it to lock out opponents with tons of Maquis stalling events in the 2011 World Championships.

Orb of Prophecy and Change

Xhosa, Sponsored Transport

Attempt with Ranjen Koral, swap Ranjen Koral into the discard pile with a different Bajoran personnel into play instead. Start of next turn, with the Xhosa staffed away from your HQ, put Ranjen Koral on the top of your deck. When you play Ranjen Koral again, put any card you want into your hand from the discard pile.

That's another option.

On a similar vein ...

You could attempt Survey New World with just Ranjen Koral... place him on the bottom of your draw deck and then retrieve him with Sarina Douglas (putting Ranjen on top of your deck).
