What is this ruling about?

We don't have any mission that flips between HQ and non-HQ yet.
And Luna/Mars starts with "You cannot command another headquarters mission."

This is the same info posted when Luna/Mars came out - I forgot to put it into the Rules Tool at that time. Just me correcting an oversight, nothing changing - would have put an article if that was the case.

With additional double-ended missions, this was a good time to put it in there!
