Depends on the goal. If it's just trying to give the Commodities over, nothing works better than Rule of Acquisition #194, even if you don't have any cards under Ferenginar (if even playing it). The Order isn't conditional on anything and the Event only takes three [Fer] to play it which means it can splash into DS9 as well, and it's not unique. If it's for use of conditional effects, the Dominion IMO gets more bang for the transfer, but their triggers are all situational. Ferengi seem to get the most benefit from your opponent having them. I've played both ways, it really lends most to how you like to play your Trek.

Dominion guys can do more during the mission attempt but are less available.

Ferengi are more during your Orders phase.
