Can someone give me examples?
Does it mean I can play artifacts as if I had solved a mission?

If you have Edith Keeler and an uncompleted/incomplete Resolve Trade Dispute, you my use the RTD game text to play Commodity events at cost-1 still, but at the end of the turn in which you do, the opponent on your left may discard three cards from hand to remove EK from the game

Yup. In the right deck she's really good.

I used her in my Masters deck last year to make BaH! and A Chance for Glory both cost 1. Came in real handy in multiple games.

No you can't cheat play artifacts with her though. If you wanna do that then Bajor, Blessed of the Prophets is how you gotta do it.
