What is the intent on this card? Are opponent's personnel coming from elsewhere in play, or from hand? Card doesn't specify. If from play, "relocate" is more accurate. "Place" implies from hand which seems really powerful. Either way, card is vaguely worded.

The phrase "of their" is shorthand for "which they command." The personnel come from play. "Relocate" is not a term in 2E.
