Hi

When you are instructed by a card to place a personnel at a HQ, does that count as playing that character? Or, is it 'placed' at the HQ?

Placed is not played. When you place someone at your mission, you do not have to pay the cost. Just put the card where you be instructed to. But then you also cannot use it's "when you play this personnel"-text.

For example:
When you play U.S.S. Bellerophon, Conference Host (normally for a cost of 7) you may place Worf, Defiant Commander on the ship (for free).
When you place your Bellerophon from Where No One Has Gone Before at your Mission, you are not allowed to place another 4 cost Diplomacy personnel aboard it.
