While attempting a mission, my opponent faces Alien Encounter. As the player shows they can meet the dilemma's requirements, I play Shall We Not Revenge?. Can I kill more than one personnel that used a listed skill with this single Interrupt, by putting more cards under my dilemma stack?

Not with the single interrupt. Cards referencing an unmodified "personnel" do so in the singular sense. Shall We Not Revenge? targets one personnel. You could, however, use two copies (assuming the Anthro and Diplo weren't supplied by the same personnel) and pay the cost of each.
