Hello. What is the best way to play this card?

Martial Law is part of the series of Paranoia cards. All of these cards get you a pretty solid benefit for some kind of drawback. All of these cards have varying success in balancing the risk/reward scenario. I think that this card doesn't really provide that much benefit for not being able to go back and forth to Earth, which probably accounts for its low popularity.

All that being said, I think the best scenario for this card is to get it early game. You would spend all your counters playing personnel or ships, and then draw up during your turn with Martial Law. When you have enough cards to start playing personnel attempting missions, destroy it, and move out into the galaxy.
