If I drop an Imperial Entanglement when my opponent begins a mission attempt, and two of the four [Rom]s are Tagus, if my opponent wants one of their "personnel at this mission...to gain a skill as a result of paying a cost", would they have to discard two cards from hand ('cos of the Tagi (plural of Tagus))?
