After attempting a planet mission all personnel at that mission are stopped. the only ship at that location is empty.
Can equipment on the planet be beamed back to the ship?
In general, does equipment need a personnel active to be beamed?

You cannot beam aboard an opponent’s ship, but you may beam down
to any planet or headquarters mission, regardless of who played the mission.
Beaming cannot be used to move from one mission to another mission.
Despite the headline, I think the answer is yes. You can clearly beam a group of X unstopped personnel and no equipment, so logically it should follow that you can beam a group of X equipment and no unstopped personnel.
