I just played two players who played Vault of Tomorrow differently. Can someone give me the straight dope on this dilemma? Does it cost 1+whatever replaces it, or just 1?

Just circle around and pretend we're in awe of the pylons.

The dilemma itself just costs 1, the dilemma it can get can have a printed cost of 2 or less. Each dilemma has their own cost.
