The latest set, Continuing Mission, gives a boost to several groups that have not gotten love as of late, but does so in a isn't the first go-around.
The Committee has released a ton of personnel after their initial debut. Take Omlau who came out years after the Hologram Bunch, including some skills that the faction would love to welcome.
Contrast that with the missions. They are targeted to the skills a group has and have gametext to help them out. It does depend on the deck, but it is another way to help an established group be a bit better.
