The big news is that a set is releasing! Realm of Fear is coming with a lot of TOS and Earth goodness. There is also a subtheme of intelligence.

Speaking of intelligence, this will discuss a social media spoiler! If you want to remain unspoiled, this is your chance to jump out. Go no further!

There is at least one Headquarters coming our and it has Cardassian and Romulan intelligence personnel reportable. Those lists have fifty-five personnel between them as of this writing, but there is some overlap, including a personnel appearing on both lists.

Some of them jump out at me as more viable than others. To clear the air, I'll list each group and would like you to let us know which one stands above the rest, even if the rest is only one.
