Love this card. I foresee a whole lot of 'no power' calls in my future, while this is on the table. I might Go into a no power or Rescue into a no power, or replay a no power, but I will always choose to score points now over potentially more later.

It might make the Dabo players sad and the draw counter means that it will only stay on the table until it gets to Josh, but I'll take what I can get.

What would happen with a passive power, like Tally or Bonus?

I would argue that a power must be able to be activated before you could not activate it. so no points.

But if it is ruled that passive powers get point's from Vic, I'll be quite happy. More points for everyone!

The way you play Tribbles is you always activate every power. This card is heresy.
